Description

Refers to a letter between Abby Hopper Gibbons and Adams S. Hill containing allegations against him. Forwarded to Dr. Anthony Heger for investigation. Denies Abby Hopper Gibbons's allegations that the Contrabands (fugitive slaves who escaped to Union lines) are being provided half rations and that two African American people named Sandy Dorsey and Charlotte Bent have been returned to their masters. Encloses reports and affidavits by witnesses as evidence against the allegations. Complains about Abby Hopper Gibbons, saying "by what order or regulation she assumes the functions of military, political, medical and religious censor, I am ignorant. I am sure her presence adds nothing to the harmony and good discipline of the post."
