Fragment. Discusses a plan he wishes to enact concerning social welfare; mentions paupers and Contrabands (the term used for slaves who escaped to Union lines during the Civil War). Says "I know well that Mrs. Gibbons and her family and friends can do more than any others to help me on, if we come to the Contraband business." Discusses the appointment of a "Central Board for State Charities" to supervise charitable institutions.
